Orleans and Jefferson Parishes, LA
The Southeastern Louisiana Urban Flood Control Program (SELA) began as a response to significant flooding in the Metropolitan New Orleans area in May, 1995. The USACE and local sponsors have authorized over $407 million for improvements to drainage canals and pumping stations. The SELA project has been on-going since 1998. Linfield, Hunter & Junius, Inc. (LH&J) has participated in the design, resident inspection and construction management for SELA projects.
Hollygrove Area Project
LH&J provided services to the USACE, New Orleans District, for the design, preparation of rights-of-way drawings, preparation of plans and specifications, engineering during construction, assisting the government in conducting public meetings, and coordination with all local, state, Federal and private authorities to construct drainage improvements in the Hollygrove drainage area. This project included design of drainage improvements to the Forshey Street-Railroad Embankment Covered Drainage Canal, the Dublin Street and Eagle Street Covered Drainage Canal, and the Oleander Street Culvert modifications. The project covers approximately 8,250 linear feet of roadway, approximately 2,100 linear feet of 6’ by 5’ concrete box culvert down the center of Dublin Street, approximately 1,460 linear feet of 4’ by 5’ concrete box culvert down the center of Eagle Street, approximately 2,050 linear feet of 16’ by 10’ pile-supported cast-in-place concrete box culvert down Forshey Street, approximately 2,800 feet of 20’ by 10’ pile-supported cast-in-place concrete box culvert under the Railroad Embankment, a new 250 cfs Pritchard Street Pumping Station, a new sluice gate in existing Oleander Street culvert, and multi-phase utility relocations along all covered canal routes for constructability and to minimize construction impact on residents. Approximately 250 original CADD drawings were produced in Bentley MicroStation.
LH&J recently earned the Corps of Engineers highest overall rating of “EXCELLENT” for the engineering of the Hollygrove Area SELA Drainage Project in New Orleans. The Hollygrove Area Project is a $40 million project and is the largest SELA project in the City of New Orleans.
South Claiborne Avenue I Box Canal
The South Claiborne Avenue Box Canal and Siphon project by LH&J, included the design of 2,700 linear feet of reinforced concrete box culvert (10’ x 20’), approximately 2,500 linear feet of roadway reconstruction on Claiborne Avenue, and a 10’ high x 20’ wide drainage siphon under two 52” S&WB water mains. The canal work included tie-in to the existing Monticello St. Canal, requiring realignment of approximately 200 linear feet of the 20’ covered canal and construction of a 150 linear foot transition structure. Relocated Utilities included over 650 linear feet of 50” water main, over 200 feet of 24” water mains, over 3,000 linear feet of electrical duct banks, over 900 linear feet of storm drainage and installation of temporary traffic signals.
