The Dakin Street project site is located within the busiest industrial area in Jefferson Parish. This industrial area is bounded by Airline Drive, Jefferson Highway, the Monticello Canal and Causeway Blvd. When completed, Dakin Street will be a 2-lane 36' wide arterial thoroughfare approximately 5,000 feet in length with an anticipated A.D.T. of about 10,000 vehicles. This project was conceived to serve two major purposes. First, it will provide for a much needed North-South Corridor linking Jefferson Hwy to Airline Drive. The new corridor will go a long way in alleviating traffic congestions on Earhart Boulevard between these two major state highways. Secondly, it will allow for an at grade tie-in to the Earhart Expressway to be used by the industrial park residents
The project is being designed and constructed in three phases and entails the following:
Phase I - KCS Railroad Underpass Bridge and new Intersection at Airline Drive: Replacement of existing 2 span timber railroad underpass bridge with 4-"Through Span" steel plate girder railroad bridge including 650 feet of varying width approach roadways and turning lanes. Includes hydraulic design to determine capacity for required new pump station. Also includes traffic analysis and new signalization at intersection of Airline Drive and Dakin Street.
Pump Station: New 100 cfs dual lift pump station for underpass to pump water from 25 feet below grade to nearby canal.
Phase II - 1. Roadways and At Grade Ramps: 4,400 linear feet of at-grade roadway consisting of 4-12 foot wide lanes, and 8 foot outside shoulders beginning at Jefferson Hwy. Includes the new signalization and traffic study at the intersection with Jefferson Hwy.
2. Overpass Bridge: A 40 foot clear roadway width concrete and steel girder overpass bridge spanning over 1,800 feet and elevating 30 feet above an existing railroad track. The overpass consists of 2-12 foot wide lanes, 8 foot wide outside shoulders and 6 foot sidewalks.
Phase III - Roadways and At Grade Ramps: 5000 linear feet of at-grade roadway consisting of 2-12 foot wide lanes and 8 foot outside shoulders connecting Dakin Street to L&A Road.
800 linear feet of 16-foot wide at-grade ramps connecting onto the Earhart Expressway. Includes hydraulic design of intersecting drainage structures.
Bridges over Canal Crossings: 1-40 foot wide clear roadway with three-span bridge consisting of 2-12 foot wide lanes, 8 foot wide outside shoulders and 6 foot sidewalks. 2-24 foot wide clear roadway width three-span bridge consisting of 1-16 foot wide lanes, 4 foot wide outside shoulders. Includes hydraulic design per LA DOTD Hydraulic Manual.
